All of which adds up to the possibility that the coalition could be in for a bit of a tough time this summer.
The thing about the NHS though is that few would disagree that change was needed - any organisation of that size is going to be a bit of a behemoth, and often not be fleet of foot. However, that doesn't mean that as an institution it's not held in great affection by the public. NHS cuts will need to be swift, exact, and not accidentally turn from incisions to hackings.
